The City of Ypsilanti is in Washtenaw County and is home to Eastern Michigan University. The city was incorporated as a village in 1832 and later as a city in 1858. The city is diverse, with a rich history and heritage. The incorporated area of the city is 4.3 square miles. The city is chartered under the Council/Manager form of government and is governed by a Mayor and City Council, who appoints a City Manager to oversee the day-to-day operations of the city. The Mayor and City Council is elected every four years with staggered terms. The City Manager appoints all department heads and is responsible for the day-to-day operations of the city. The city has a general fund budget of $17 million and 120 full-time employees.

The City of Ypsilanti is seeking an experienced police chief. The previous chief resigned from the position after 9 years of service. The police department has a budget of $5.4 million, with thirty-seven full-time and one part-time employee. The police department has four divisions; patrol, detective, parking and records and is a full-service department. The city is seeking a visionary leader as Chief of Police who will facilitate a safer, more connected community.

Requirements

The requirements for the police chief position include a bachelor’s degree in criminal justice, public administration, business administration or a related field. A Master’s degree is desired. The ideal candidate shall have five years of progressive experience in law enforcement with experience in a command position in policing. The candidate shall be certified as a police officer through the Michigan Commission of Law Enforcement Standards or can be certified by reciprocity due to certification in another state. 

The position requires certification from a nationally recognized police executive training program and/or other advanced law enforcement executive training (i.e., FBI National Academy, School of Staff and Command, etc.). 

The ideal candidate shall have experience in personnel/labor relations, community engagement, budget preparation and administration, strategic planning, intergovernmental relations, demonstrated experience as a transformational leader and excellent oral and written communication skills. The city is seeking an experienced police chief with an outstanding track record and an understanding that the culture of policing has changed. Past experience transitioning a department to meet these changes is desired. 

The next police chief shall lead by example as a communicator, instinctively dealing with conflict and challenging situations. The new police chief must understand community needs and how policing differs for different demographics, specifically around diversity and inclusion. The new chief shall have an open-door policy to department staff, leadership and with the community.
