SENIOR PROPERTY APPRAISER
GENERAL STATEMENT OF DUTIES: Assist in planning, coordinating and directing appraisal and assessment of real and personal property. Investigate, appraise and assess real or personal property of a more difficult nature including major complex commercial and industrial properties.
SUPERVISION RECEIVED: Work is performed under the direction of the Deputy Assessor and/or the Assessor.
SUPERVISION EXERCISED: Responsible supervision is exercised over employees assigned to assist.
TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following:
Organize, supervise and direct staff assigned to assist in the appraisal of real and personal property.
Assist in planning, coordinating and directing the appraisal and assessment of real and personal property, including personal property audits.
Locate and measure new buildings and property improvements to existing property. Make review and establish the more difficult and complex appraisals.
Classify buildings according to type and location, determine depreciation of improvement costs and establish values to land and property of complex commercial, industrial and residential property.
Collect data on labor and material prices, property sales and other information necessary to develop construction cost schedules.
Measure and make computations of building and land, make sketches, drawings and graphs relating to assessment data.
Develop and recommend reassessment projects involving large scale assessment changes, practices, methods, rates or valuations.
Investigate and make recommendations regarding taxpayers’ complaints and protests of assessments.
Assist the Board of Review by giving information regarding and defining assessments.
Appear before the Michigan Tax Tribunal and at court hearings.
Perform related work as assigned.

DESIRABLE QUALIFICATIONS:
Thorough knowledge of principles, methods and techniques of real and personal property valuation.
Thorough knowledge of laws, rules and regulations governing property assessment.
Considerable knowledge of modern office practices and procedures.
Knowledge of personal computer networks.
Ability to analyze factors which tend to influence the value of property and to exercise sound judgement in the determination of property values.
Ability to understand and follow oral and written directions.
Ability to establish and maintain satisfactory working relationships with the public and other employees.
PRELIMINARY QUALIFICATIONS: An applicant shall possess, upon application, based upon the closing date of the posting, the following education and experience or its satisfactory equivalent as outlined by the Civil Service Commission.
Requirements
Associates degree from an accredited college or university preferably
in Engineering, Accounting, Business or Public Administration.
o ORIGINAL diploma or official SEALED transcripts REQUIRED at time of application.
At least five (5 years) experience in the appraisal of real and personal property.
Three (3) years experience in the appraisal of complex industrial/commercial property.
Michigan Certified Assessing Officer (MCAO) professional designation
from the Michigan State Tax Commission or a certified general appraiser
license, with the ability to obtain Michigan Advanced Assessing Officer (MAO) certification within three (3) years.

Personal property examiners’ certificate.
o Certificate required with application
Possession of a valid license to operate a motor vehicle in the state of Michigan.
Driving record must meet city’s standards for insurability
